Objective: This study aims to analyze the effectiveness of agile fiscal policy in addressing economic crises in rentier economies during the period (2004–2024), while clarifying the nature of the relationship between fiscal and monetary policy. Methodology: The study adopts a comparative analytical approach by analyzing a set of macroeconomic indicators in Iraq, Saudi Arabia, and Algeria. These include the budget balance, inflation rate, money supply growth, exchange rate fluctuations, and the degree of dependence on oil revenues. Main Findings: The results indicate that economies with higher fiscal discipline and greater flexibility in fiscal policy are better able to absorb economic shocks and limit their transmission to monetary variables. In contrast, economies that rely heavily on rent-based revenues experience higher volatility and weaker macroeconomic stability. Conclusions: The study concludes that the effectiveness of fiscal policy in rentier economies depends on the level of flexibility and fiscal discipline, as well as the degree of coordination with monetary policy. Recommendations: The study recommends adopting agile fiscal policy frameworks to enhance macroeconomic stability and strengthen the ability of rentier economies to adapt to external shocks. الهدف: تهدف هذه الدراسة إلى تحليل فاعلية السياسة المالية الرشيقة في مواجهة الأزمات الاقتصادية في الاقتصادات الريعية خلال المدة (2004–2024)، مع توضيح طبيعة العلاقة بين السياسة المالية والسياسة النقدية. منهجية الدراسة: تعتمد الدراسة المنهج التحليلي المقارن من خلال تحليل مجموعة من المؤشرات الاقتصادية الكلية في كل من العراق والمملكة العربية السعودية والجزائر، وتشمل رصيد الموازنة العامة، ومعدل التضخم، ونمو عرض النقد، وتقلبات سعر الصرف، ودرجة الاعتماد على الإيرادات النفطية. أهم النتائج: تشير النتائج إلى أن الاقتصادات التي تتمتع بدرجة أعلى من الانضباط المالي ومرونة أكبر في السياسة المالية تكون أكثر قدرة على مواجهة الصدمات الاقتصادية والحد من انتقال آثارها إلى المتغيرات النقدية، في حين تواجه الاقتصادات التي تعتمد بشكل كبير على الإيرادات الريعية تقلبات أعلى وضعفًا في الاستقرار الاقتصادي الكلي. الاستنتاجات: يتضح أن فاعلية السياسة المالية في الاقتصادات الريعية تعتمد على مستوى المرونة المالية والانضباط المالي، فضلاً عن درجة التنسيق مع السياسة النقدية. التوصيات: توصي الدراسة بضرورة تبني سياسة مالية رشيقة تسهم في تعزيز الاستقرار الاقتصادي الكلي وتقوية قدرة الاقتصادات الريعية على التكيف مع الصدمات الخارجية.
