Africa’s persistent energy access gap presents both a developmental challenge and an investment opportunity. While sustainable energy enterprises have emerged across the continent to meet off-grid and underserved energy needs, a significant barrier to their scalability remains: insufficient investment readiness. This paper develops a structured, policy-driven investment readiness model tailored to the realities of African markets. Drawing on interdisciplinary literature and policy analysis, the model integrates four core components: enterprise diagnostics, targeted policy interventions, enabling institutional environments, and capital mobilization pathways. The framework highlights key enterprise-level criteria, including audited financials, governance structures, technical capacity, and regulatory compliance. It further emphasizes the role of coherent policy design in creating predictable licensing systems, cost-reflective tariffs, and fiscal incentives that collectively reduce investor risk. By sequencing policy levers across foundational, capacity-building, de-risking, and investment stages, the model offers a clear roadmap for governments and development partners to guide enterprises toward bankability. The paper also proposes monitoring and feedback mechanisms to ensure adaptive policy learning and resource efficiency. Policy implications are explored at national, regional, and multilateral levels, positioning the model as a practical tool for strengthening sustainable energy ecosystems. Lastly, the paper identifies future research directions, including adaptation across sectors, ESG integration, and digital implementation strategies. Overall, the model bridges the divide between policy ambition and enterprise capability, enabling more effective capital deployment in Africa’s clean energy transition.
