It is noted that the implementation of a modern public administration model in the field of emergency assistance is a prerequisite not only for improving the quality of services provided but also for strengthening public trust in the state and its ability to guarantee safety in crisis situations. The article concludes that for Ukraine as a state experiencing prolonged crisis challenges, including a full-scale war the formation of an effective model of public administration of the 112 emergency system is a critically important task. This requires not only the refinement of the legal framework but also a deep institutional reform in the emergency response sector, taking into account best European practices. The article explores public administration as a key instrument for organizing and ensuring the effective functioning of the emergency assistance system for the population, particularly in the context of the implementation and development of the single emergency number 112. The relevance of this research is determined by the need to establish a coherent, effective, and accessible emergency response system for citizens that meets European standards and ensures an appropriate level of safety amid increasing risks of natural, technological, and social origin. Public administration in the field of emergency assistance functions not only as a system of managerial influence but also as a multi-level interaction among state authorities, local governments, emergency services (fire and rescue, medical, police), telecommunications operators, and the general public. Effective administration in this sphere requires coordination among stakeholders, regulatory frameworks for response procedures, provision of material, technical, and information resources, personnel training, quality control of emergency response services, and risk monitoring and evaluation. In this context, the existence of a legally defined management model that outlines the powers, responsibilities, and mechanisms of interaction among the participants in the System 112 plays a crucial role.
