The article examines the formation of human capital in the Russian agricultural sector in the context of inclusive regional growth. Special attention is paid to the role of state and public institutions, socio- economic and institutional factors of inclusive growth are analyzed. The main problems that hinder the formation of human capital in the agricultural sector are systematized into 7 categories. Strategic priorities for the development of human capital are proposed.
