Abstract Proliferation of legislation affecting forest cutting practices may lead to overreactive, inefficient regulation. Benefit-cost analysis provides a means for evaluating the consequences of such legislation, but would require collecting data not generally available. The type of data needed, and possible practical application in coordination with land-use planning, are discussed.
