The blueprint supports three variants: L4 relay with gravity stopover; asteroid refinery at 2. 8 AU for 1, 000 t/year metal/propellant export; and LEO/NRHO construction yard for 1 Starship per 90 days. Scales via counter-rotating rings to 20+ crew gateway. Radiation: ~500 mSv/yr (GCR, ≈6× ISS annual dose) ; storm shelter: 1 t water. Cost: \150\, M. This work establishes prior art for scalable human infrastructure in cislunar and interplanetary space.
