A 50 m diameter, 3.5 RPM rotating habitat blueprint provides 0.34 g artificial gravity, 1.35 MW solar power, and a 10 Gbps laser relay to Mars with 99.9\,\% availability. Launch mass 15 t; delivered by single Starship. Inter-spoke solar sails enable dual power and optics. Station-keeping: 14 kg propellant over 30 years. Modular Dyneema spokes enable 6-hour repair. The blueprint supports three variants: L4 relay with gravity stopover; asteroid refinery at 2.8 AU for 1,000 t/year metal/propellant export; and LEO/NRHO construction yard for 1 Starship per 90 days. Scales via counter-rotating rings to 20+ crew gateway. Radiation: ~500 mSv/yr (GCR, ≈6× ISS annual dose); storm shelter: 1 t water. Cost: \$150\,M. This work establishes prior art for scalable human infrastructure in cislunar and interplanetary space.
