Integrated Development of Regions: A Resource-Based Approach

relevance of the study stems from the urgent need to develop effective regional development models that promote sustainable economic growth along with responsible utilization of natural resources. Due to growing of global challenges and finite resources, traditional approaches to regional economic management must be evolved. The strategies considering the unique resource potential of each region and aim for integrated development, balancing environmental and social factors are emphasized in the article. The aim of the article is to validate the resource-based approach as a method for fostering integrated development of regions. The author explores key principles and mechanisms to optimize the use of natural, human, and infrastructure resources, ensuring balanced territorial growth. Significant attention is given to establishing of a multi-level resource management system that provides regeneration and equitable distribution of different resource. The research employs system analysis, comparative legal and economic-statistical methods. The article applies analysis of legal acts regulating environmental management and regional development, as well as examines the practice of implementing resource-based strategies in various regions of the Russian Federation. The method of economic model assisted in evaluation of the proposed approach taking into account the long-term sustainable development of regions. The findings indicate that a resource-based approach fosters regional economic diversification, enhances territorial competitiveness and improves quality of life. The author’s recommendations are valuable for public authorities in shaping socio-economic development strategies that leverage regional resource potential and environmental constraints.
