Comprehensive review of the HAL (Hyper-Anisotropic Luminal Physics) framework across 19 papers. HAL derives alphaₑm = 1/137. 036 from a single self-consistency condition. Results: Gₑff = GN/C0, hHAL = C0 hGR, deltaH/H = +alphaₑm. Passes 14 observational tests (all GR-identical through ADM normalisation). Carries 20 parameter-free falsifiable predictions testable by LIGO O5, Euclid, DESI, SKA, and Einstein Telescope. Five honest limitations identified. Gap 1 (dynamical NR confirmation) open.
