The article examines the training of lawyers as an institutional component for safeguarding legality and maintaining the legal order in the Russian Federation. It analyzes the normative foundations of the right to education and substantiates its significance for developing the human capital of the legal profession required for law-making, law enforcement, and the administration of justice. The paper identifies key directions for improving the quality of legal education, including the balance between a solid theoretical framework and practice-oriented learning formats, as well as the role of legal culture and professional legal consciousness in shaping graduate competencies. It concludes that learning outcomes should be aligned with state legal priorities and the requirements of legal certainty as a prerequisite for strengthening public trust in legal institutions.
