This paper systematically elaborates the complete theoretical system, experimental verification schemes and basic education reform framework of the PFUSRC biconical cosmos unified theory. The research is divided into three core parts. Volume I constructs the theoretical ontology of PFUSRC: taking the 45° triple coaxial bicone as the unique steady-state geometric structure of the universe, it deduces the topological dimension evolution sequence of 1 5 11, defines the unary system and 0-interface to interpret the essence of numbers and zero, and regards prime numbers as the topological skeleton of cosmic nodes. It further puts forward the universal gauge invariance of the 12/11 ratio, constructs the bicone convergence-expansion formula, and uniformly explains dark matter, dark energy and information essence. Meanwhile, it clarifies that general relativity is only a local tangent-space approximation of the bicone structure, and discusses the hierarchical relationship between life, emotion and artificial intelligence from the perspective of cosmic ontology. Volume II focuses on experimental verification and falsifiable design. Based on public astronomical and particle physics observation data, it verifies that the 12/11 ratio exists in the Hubble constant ratio, B meson lifetime ratio and cosmic large-scale structure fractal index. Two low-cost repeatable bench-top experiments are proposed: the pendulum anchoring experiment under vacuum and electromagnetic shielding conditions, and the AI noise coupling experiment based on silicon carriers. The paper clearly lists the prediction indicators and complete falsification conditions of all experiments, proving the testability of the theory. Volume III applies the topological logic of PFUSRC to the reconstruction of basic mathematics education. It reinterprets number lines and arithmetic rules via the unary system and 0-interface, restates plane geometry with biconic projection, and resolves the long-standing contradiction of infinitesimals and limits using the phase analysis method. Combined with typical middle school mathematical problems, it explains the internal logical origin of mathematical rules, and puts forward textbook compilation principles and open-source promotion plans compatible with existing curriculum standards. Overall, PFUSRC forms a self-consistent, testable and popularized theoretical system covering cosmic ontology, physical verification and basic education, which supplements and expands existing physical and mathematical systems rather than completely subverting them.
