The article examines the transformation of key performance indicators (KPI) for senior officials of the constitu-ent entities of the Russian Federation – governors. The analysis of the periodization of the development of the KPI system from the 2000s to the present has been carried out, the stages of its evolution have been identified in the context of administrative reforms, the implementation of the “May decrees”, the implementation of na-tional projects and adaptation to the challenges of the COVID-19 pandemic. Particular attention is paid to the classification of modern KPIs, including socio-economic, managerial, political and communication, environ-mental and digital indicators. The article identifies the risks of the current system: formalism, inconsistency of universal indicators with regional specifics, and limited quality indicators. Recommendations for improving the assessment model are proposed: differentiation of KPIs, introduction of hybrid indicators and increased trans-parency. The work is based on the analysis of regulatory documents.
