In the context of economic challenges and technological transformations, are identified the strategic approaches to development and practical implementation of the state policy for import advance in the oil and gas complex of Russia at the stage of formation of the Sixth technological paradigm. Are taken the strategic tasks and priority directions of the state policy of advanced development aimed at achieving technological sovereignty, ensuring sustainable economic development, national security and energy sustainability of the state. These include the construction of production and transport infrastructure, the creation of favorable institutional and investment conditions for enterprises for deep processing of hydrocarbons and petrochemicals, and the comprehensive socio-economic development of the regions where oil and gas companies operate. The object of research is considered from the standpoint of system-functional and comprehensive approaches. Are applied the methods of comparative and structural analysis, scientific synthesis; are researched the regulatory documents of strategic and program-targeted planning. Are noted the importance of a balanced state policy to improve the efficiency of subsoil use and the reproduction of the mineral resource base. A special role is given to the training of professional staff, the pragmatism of regulatory decisions and the scaling of effective management practices that ensure the competitiveness of domestic energy production. It was concluded that it is necessary to comprehensively introduce advanced digital technologies into all stages of production processes of industrial enterprises and into the public administration system, take verified measures of state support for the development of high-tech industries to stimulate innovation, expand foreign economic interactions within the framework of international integration associations.
