This article examines current trends in the development of the civil service in the Russian Federation. The authors analyze key challenges that hinder the formation of a highly professional human resource base within public administration and local self-government bodies. The article identifies potential solutions to these challenges. The authors argue that a critical prerequisite for building a qualified cadre of civil and municipal servants is the implementation of a fair, criteria-based system for evaluating professional performance and determining remuneration based on work outcomes. Additionally, the paper highlights the importance of diversifying the methods used to recruit personnel for vacant positions.
