This work proposes a covariant viscoelastic spacetime frameworkin which spacetime possesses a finite relaxation time determinedby cosmological expansion. The theory predicts a characteristic acceleration scale aₘem = κ c H0 / (2π) which naturally explains the radial acceleration relation (RAR), flat galaxy rotation curves, and the baryonic Tully–Fisher relation. The model is tested using the SPARC galaxy database.
