ABSTRACT New legislation and expansion of educational facilities have led the public to expect universal health care insurance. The promise made has not been kept. Now excess manpower, declining incomes, Federal Trade Commission regulations, and the malignant growth of franchising schemes threaten professional vision care. In the meantime, the cost of educating professionals continues to rise and patients continue to pay more or to go without needed care.
