Modern governance frameworks focus predominantly on oversight, compliance, and audit mechanisms applied after decisions are made. However, audit findings across sectors consistently highlight recurring issues in accountability, coordination, and traceability that originate earlier in the decision lifecycle. This paper introduces Upstream Governance™, a structured approach to governing decision formation before commitment, and defines the Governance Timing Model™, which positions governance across four temporal modes: Upstream Governance™ (before decision), Synchronous Governance™ (at decision), Continuous Governance (after decision, active), and Retrospective Governance (after decision, passive). The paper argues that governance must shift from retrospective verification to structured decision formation and decision-time governance, particularly in AI-enabled and high-impact strategic initiatives.
