Coordination relationship between local government bodies and local bodies of the Mozambican State: case study of the municipality of Beira (2003-2013)

With the article here presented is intended to make an analysis of the relationship between Local authorities and the Local Organs of the municipality of the city of Beira. The aim is to demonstrate that despite the national legal instruments to encourage the existence of coordination between provincial and the municipal government, in practice differences with negative implications that result in a low compliance with the planned activities and institutional crises. The work was developed from the following research question: "there is no coordination or political interaction between the local authority and the provincial government in the municipality of the city of Beira?" For the study, qualitative approach was used. For data collection, used the bibliographical research/documents and interview script (made to employees/members engaged in political office inmunicipality and Provincial Government). A universe of 156, 4 were randomly selected members. It was concluded that the spaces and opportunities for coordination between both organs are reduced in the city of Beira, which is not healthy.
