Progressive Design Build approach addresses multiple stakeholder challenges for the Sarasota water project, highlighting effective management techniques.
To meet the growing water demands for Sarasota County, Peace River Manasota Regional Water Supply Authority (PRMRWSA, or "Authority") initiated design and construction of an 8.0-mi, 42-in. diameter extension of its 80-mi "Regional Integrated Loop" water transmission system. The extension is scheduled for completion in March 2025 to satisfy interlocal agreements and Southwest Florida Water Management District (SWFWMD) Cooperative Funding Initiative (CFI) requirements. PRMRWSA opted for a Progressive Design Build delivery method, selecting a single responsible point of contact that could lead the team, given the tight project completion timeline and extensive coordination with multiple external stakeholders, including private property owners, municipal, regulatory, consultants, and private developers. This paper provides insight into the management approach employed by PRMWSA, challenges faced by the project team, the methods employed to overcome them, and general lessons learned along the way.
