Analysis reveals state influence on quality assurance in higher education, emphasizing Oxford's internal system.
Foreign experience in developing and operating a system for ensuring the quality of educational activities and the quality of higher education by higher education institutions was studied, and the objects of state policy in the field of higher education regarding quality assurance at the university level were also clarified. The focus was on the internal quality assurance system of the University of Oxford, as one of the most highly rated higher education institutions. The levels of quality issues at the university were identified, and the organizational structures for each of them were specified. Studying the content of the Oxford University Quality Management Framework allowed us to formalize the levels of the internal quality assurance system for educational activities and the quality of higher education within a single logically balanced construct. The directions of state influence on the quality of educational activities of a higher education institution and the quality of higher education at the university level are substantiated.
