Road infrastructure development is an important pillar for economic growth in Buleleng Regency, but there are often significant risks due to improper selection of service providers, such as project delays and cost overruns. Although the use of e-catalogs has been mandatory for procurement transparency, the Buleleng Public Works and Spatial Planning Office still often uses the Price Negotiation method due to supply limitations. This creates an urgent need for an objective system for assessing and selecting service providers. This study aims to analyze the criteria and formulate an optimal strategy in the selection of service providers through an e-catalog of price negotiation methods in road preservation work in Buleleng Regency. To achieve this goal, this study applied the Analytic Hierarchy Process (AHP) method. The research process involves Focus Group Discussions (FGD) Phase I and Phase II with experts to identify relevant criteria and subcriteria. The collected data is then processed using the ahp weighting principle, thus resulting in priority criteria and evaluation of alternative service providers based on the criteria that have been set. The results of the study identified 25 subcriteria in 7 main categories, including Administration, Organization/Managerial Personnel, Technical, Equipment, Material, Financial, and Safety. The AHP analysis shows that the Technical criterion (C) is the dominant priority with the highest weight (0.2562), followed by Finance (F) and Organization/Managerial Personnel (B). The evaluation of the service provider places the CV. Pelita Utama and CV. Finished Source in the Eligible category. In addition, the study successfully formulated nine key strategies for the selection of competent service providers, including performance evaluation, risk management, and qualification validation. Thus, it can be concluded that technical criteria play a vital role in the process of selecting a road preservation project service provider. The implementation of the strategy found is expected to increase the efficiency and effectiveness of the procurement process, reduce risks, and ensure the achievement of optimal road preservation projects for the community. This research makes an important contribution to the development of more structured and objective decision-making guidelines in the field of government procurement of goods/services.
