Modernization of the organizational and economic method of fisheries regulation in the context of transformational processes

The article presents an analysis of the fundamental principles for implementing a traceability system in Ukraine’s fisheries sector, along with key approaches to adapting a direct regulatory instrument delivered through the digital platform “eRyba”, considering digital technologies and the expected implications for business, consumers, and the state. Special attention is paid to the fact that the modernization of the organizational and economic method of regulation is expected to be carried out through the development and implementation of a normatively regulated mechanism for conducting fisheries reclamation measures. This is essential to ensure that such expenditures retain their functional effectiveness and are transformed into efficient budgetary allocations capable of delivering the anticipated bioeconomic outcomes. It is established that this approach will enable the design of regulatory measures aimed at achieving sustainable and high fish productivity in both technological fishery water bodies and natural water bodies suitable for the cultivation of fish and other aquatic bioresources. This aligns with Ukraine’s commitments under the EU Association Agreement and contributes to the implementation of European standards in the field of effective management of aquatic and fishery resources. It is substantiated that prior to allocating funding for fisheries reclamation, it is necessary to adopt methodological guidelines or formal procedures for such activities, including precise requirements for contractors and types of work, as well as mechanisms for oversight, monitoring, and evaluation. These elements are fundamental to the formation of a set of scientifically grounded recommendations aimed at improving both direct and indirect instruments of fisheries regulation, particularly in the context of digitalizing all administrative and operational processes in the sector. The article also provides an analytical model for assessing the approximate need for state funding of fisheries reclamation measures, to cover an area of 5,000 hectares of productive inland water bodies. It is demonstrated that a traceability system for fish products from catch to consumer should be introduced to facilitate the adoption of European standards in the export, re-export, and processing of aquatic products. The recommendations provided aim to define the interaction between the components of a comprehensive traceability mechanism, including the assessment of allocated quotas and measures for adapting the fisheries sector to EU standards. The model also incorporates the selection of core indicators within the institutional framework of the sectoral economy.
