Currently, the education system in general and higher education in particular is being modernized. In the context of public socio-economic transformations, there is a change and improvement in the sphere of educational services, which is part of the country’s economy. Education reforms are designed to improve the scope and quality of educational services. The authors of the article, referring to the regulations governing the activities of education, conduct an analytical review of changes in modern higher education and the market for educational services, paying the greatest attention to the description of the commercialization of higher education.The article examines such features of the higher education reform as the introduction of a two-level higher education system at universities, the transition to new educational standards, giving status to universities, the emergence of monitoring the effectiveness of universities, and the implementation of networking programs. The influence of these features on the educational services market is described. Definitions are given to the concepts of "market of educational services" and "educational service". Considering the main problems of modern universities and their impact on subjects directly involved in the educational process, the authors identify the specifics of the educational services market, which consists in the difficulty of assessing the quality of educational services. At the same time, the quality of an educational service is significant both for the consumer of the educational service and for society. A theoretical analysis of modern trends in higher education has shown that there is currently a need to expand the scope of the educational services market. This fact creates the need to create new mechanisms for the activities of higher education institutions, based on market aspects.
