This analysis identifies limitations in spatial planning regulations in Republic of Srpska, suggesting improvements for sustainable urban development and energy efficiency.
Regulations on spatial planning and construction in the Republic of Srpska, defined by the Law (2013) and amendments (2015, 2016, 2019) present improvement of the previous period of regulation in this area, because global topics of sustainable urban development, particularly focused on energy efficiency in buildings and integrated planning, have been further harmonized with European directives. Improvements have also occurred in the domain of strengthening participation in spatial planning, more efficient procedures in the process of issuing location conditions, data exchange, introducing climate change data into the spatial information system, building the professional capacities of technical documentation auditors, etc. Despite the above, the current regulations have not yet achieved satisfactory results for the implementation of sustainable and responsible spatial planning and construction in practice. This paper will deal with the analysis of the existing law and reccommendations for its improvement in the coming period.
