The article analyzes the role of state policy in the organization of physical education of student youth. It is determined that the regulatory and legal support of the sphere of physical culture and sports lays the foundations for its functioning, determines the legal framework, organizational mechanisms, financial principles and requirements for the content of sports and health work, which actualizes the search for ways to increase its effectiveness in accordance with modern requirements and requests. The intensification of reforms in the sphere of physical culture and sports is justified in the context of European integration progress and the need to adapt national legislation to European norms and standards. It is determined that these transformations directly affected the system of physical education in higher education institutions, which became the object of updated regulatory and legal approaches, strategic rethinking and organizational restructuring. It is outlined that a multifunctional model of sports and recreation activities in higher education institutions should be based on clear legal regulation, ensuring organizational independence of educational institutions in the implementation of sports initiatives, developing infrastructure, as well as stimulating student participation in various forms of physical activity. The components of the model of sports and recreation activities in higher education institutions are highlighted (current regulatory and legal support, the content of physical education, the managerial powers of the higher education institution management, the role of departments, clubs and sections, mechanisms for ensuring inclusiveness).
