Multi-criteria assessment shows efficiency in intra-system procurement, highlighting compliance and economic performance.
The article substantiates an integrated methodology for multi-criteria evaluation of the effectiveness of intra-system procurement placement of goods, works, and services in the institutions of the Federal Penitentiary System of the Russian Federation under strict compliance with the national treatment regime. The framework combines price-bid transformation under preference rules, indicator normalization and weighting, robust multi-criteria ranking, and comparative assessment of relative efficiency. The methodological core comprises the Analytic Hierarchy Process for weight synthesis, TOPSIS and PROMETHEE for ranking, Total Cost of Ownership for life-cycle comparability, and DEA for efficiency benchmarking. A system of criteria and indicators is specified to capture regulatory compliance, economic performance, technological sovereignty, risk resilience, and process manageability; normalization rules, a composite index, and a verification scheme are provided. The novelty lies in integrating national-treatment price transformation with TCO and DEA into a single evaluative framework that enables comparability across institutions and steers volume allocation. Practical significance follows from the method’s suitability for regulatory embedding and ongoing performance monitoring within the departmental domain.
