Exploratory analysis reveals challenges in revenue mobilization for Chegutu Municipality, highlighting the need for adaptive strategies.
This study examines the revenue mobilization strategies used by local authorities, specifically focusing on Chegutu Municipality in Zimbabwe. The motivation for this research came from management meetings held at Chegutu Municipality from May to July 2025, during which a significant link was found between effective revenue mobilization and the municipality’s ability to meet its service delivery obligations. The study evaluates the effectiveness of current revenue generation methods, identifies main challenges, and explores innovative strategies to strengthen local revenue streams. An exploratory research approach was used, combining both qualitative and quantitative techniques. The methodology mainly involved analyzing secondary data from Chegutu Municipality’s internal databases and financial reports, along with a comprehensive review of relevant literature on municipal operations. Primary data was gathered through interviews with key informants, including senior municipal officials. Additionally, the methodology included semi-structured interviews, questionnaires, observational methods, and detailed document analysis. A total of 112 participants took part, including members of the Chegutu Municipality management team, residents, and officials from the Ministry of Local Government, Public Works, and National Housing. The results show that, although some revenue mobilization strategies in Chegutu Municipality are effective, a complex mix of socio-economic and political factors still hinder optimal revenue collection, which impacts service delivery. Major issues identified include persistently low compliance rates among ratepayers and limited stakeholder engagement. The study concludes that successful revenue mobilization strategies must be highly adaptable to current socio-economic and political conditions. Therefore, it recommends diversifying revenue sources and increasing public participation in revenue-related initiatives. This research provides practical insights for local authorities in Zimbabwe and similar contexts, aiming to improve revenue mobilization strategies amid difficult economic and fiscal conditions.
