Analysis uncovers fire and explosion risks in LNG and oil storage units, suggesting a fuzzy logic approach for better assessment.
The oil and gas industry encounters many types of risks, especially fire and explosion accidents as what happened on July 1st, 2019 in Oran (Algeria), January 19th, 2004 in Skikda (Algeria), and October 4th, 2005 in Skikda (Algeria). In this context our main objective is to assess the fire and explosion risks of the LNG, crude oil and condensate storage tanks in the LNG complex GL1K and the Arrival Terminal RTE of the industrial zone of Skikda by a combination of HAZID and DOW’s F&EI with a fuzzy logic approach. In order to identify, analyze and quantify fire/explosion accidents, we will start with the conventional methodologies (Classical HAZID and DOW’s F&EI). The results will reveal that HAZID identifies Six (06) scenarios of risks in the LNG storage unit, and Twenty one (21) scenarios in the crude oil and condensate storage units, furthermore the application of DOW’s F&EI will show that the LNG storage tank presents an average risk of fire and explosion with a value of F&EI equals to 121,023, when the crude oil and condensate storage tanks present a severe risk with F&EI equals to 189,504 and 180,096 successively. To overcome the inherent uncertainty in fire/ explosion risk levels, the Fuzzy logic approach is proposed as a better technique for solving blurry problems within and around limits of a subrange, which will eliminate by smooth and gradual transitions provided by the fuzzy sets. The Fuzzy logic technique will help us to decide in which level the fire and explosion risk of studies units is classified and consequently it contributes in the establishment of the necessary preventive measures for reducing and mitigating fire/explosion hazards, and their impacts.
