This study aims to derive effective cultural and artistic support strategies by conducting an Importance-Performance Analysis (IPA) on the ESG (Environment, Social, Governance) and Mecenat activities of corporations and local governments targeting cultural artists in Hwaseong, Gyeonggi Province. The ESG analysis results indicate that corporations’ support for eco-friendly production processes environmental education campaigns provision of certified eco-friendly spaces and incorporating artists’ opinions were identified as highly important yet under performing areas requiring urgent improvements. For local governments ensuring fair evaluation of support programs establishing governance for artists’ participation and operating cultural festivals on environmental themes emerged as the most critical issues all of which showed high importance but low performance necessitating active improvements. The Mecenat analysis results revealed that enhancing networking opportunities among cultural artists was the most urgent area for improvement for corporations while cultural investment attraction and public-private cooperative cultural projects were identified as high-priority areas with low performance for local governments requiring immediate attention. Based on the Modified IPA analysis this study proposes practical measures to establish a cooperative cultural and artistic support system between corporations and local governments enhance eco-friendly cultural arts support, expand opportunities for artists to participate in policy-making and strategically transform Mecenat activities. These findings suggest that cultural and artistic support should move beyond simple sponsorship toward a collaborative model that fosters a sustainable creative environment. The results of this study are expected to contribute to the development of effective ESG-based cultural and artistic support strategies and the establishment of a sustainable Mecenat framework for corporations and local governments.
