The article is based on the materials of a report presented by the author at the expert discussion within the framework of the scientific and practical conference "Personality in Management Systems" held at the RANEPA in March this year. The subject of the presented analysis is the problems of status, ideological and ideological orientations, professional and personal qualities and the inconsistency of their implementation in the practice of the practical actions of elite–leadership level subjects, taking into account the challenges and threats in the current extremely difficult and not always positive transformations. Special attention is paid to the analysis of qualitative characteristics of the legal, political and moral culture of domestic and Western elites. The sources, causes and forms of elite deviations are investigated. The author also touches upon the problem of the liberal democratic reassessment of values, the difficulties of forming the elite of modern Russian statehood – the elite of a sovereign, professionally mature, nationally oriented. Lessons from the past are taken into account, and relevant conclusions of a forward-looking nature are presented. Some of the provisions are staged, in some cases debatable, designed for further scientific analysis. Some proposals have also been formulated regarding the optimization of elite education mechanisms, maintaining the creative potential and social responsibility of the ruling elite stratum at the appropriate modern level.
