Theoretical reflection on funding agencies' roles in science and technology in Brazil, highlighting socioeconomic links.
Introduction: In Brazil, research funding agencies are key institutions for the development of Science, Technology, and Innovation (CT&I), with consequent impacts on the improvement of social, economic, and environmental indicators. Objective: To reflect on the contributions of research funding agencies in Brazil, based on the National Strategy for Science, Technology, and Innovation (ENCTI) 2016-2022, highlighting their role in scientific, technological, and socioeconomic development. Theoretical Framework: The study is grounded in public policies for CT&I, addressing the research funding model and the structural challenges of the Brazilian scientific system, as discussed in official documents and specialized literature. Method: Theoretical-reflective research, with a narrative review in databases (SciELO, BVS, Google Scholar) and analysis of government documents. Nineteen articles were selected, of which nine were fully analyzed, following a qualitative approach. Results and Discussion: Two thematic categories were identified: (1) Funding agencies and their relationship with the country's development through scientific knowledge; and (2) Current challenges for consolidating national scientific and technological development. The need for financial sustainability and long-term policies is discussed. Research Implications: The results reinforce the importance of continuous research funding, suggesting adjustments in public policies to ensure scientific and technological advancements aligned with societal demands. Originality/Value: The study synthesizes critiques and proposals for strengthening funding agencies, providing input for debates on investments in CT&I within the Brazilian context.
