Qualitative research creates a framework for quality of life at work in public management, highlighting its impact.
Objective: The objective of this study is to build and institutionalize a QWL model that considers the normative, theoretical, and practical aspects of public management, based on Normative Instruction SGP/SEDGG/ME No. 89/2022. Theoretical Framework: This topic presents the concepts and importance of QWL according to Pereira; Trevelin (2020); Martins, Pereira; De Lima (2024); Barbosa (2024); Braga (2024); Silva Junior (2024); Freitas; Souza (2009); Pedroso; Pilatti (2009); Walton (1973). QWL models and frameworks identified by Walton (1973); Freitas; Souza (2009); Pedroso; Pilatti (2009); Barbosa (2024); Silva Junior (2024); Braga (2024). Practices and methodologies applied to monitor QWL considering Sell, Dutra; Mussi (2024); Longaray et al. (2024); Castanha, Mannes; Petri (2023); Pedersini et al. (2022); Martins; Ensslin (2022) and others cited related to MCDA; Barbosa (2024); Braga (2024); Silva Junior (2024); Pereira; Trevelin (2020); Freitas; Souza (2009); Pedroso; Pilatti (2009); Walton (1973). Indicators and instruments for assessing QWL according to the literature by Barbosa (2024); Walton (1973); Hackman; Oldham (1976); Pedroso; Pilatti (2009); Freitas; Souza (2009); Braga (2024); Santos (2025). Method: The methodology adopted for this research involves a qualitative and participatory approach, based on the MCDA. The main result was the development of a framework composed of five strategic axes: Occupational Health and Safety; Participatory Management and Communication; Professional Development and Learning; Recognition and Appreciation; and Work-Life Balance, each with its own objectives and actions. Results and Discussion: The study highlights that collective development and the use of listening and prioritization tools allowed for greater institutional adherence, promoting employee appreciation and evidence-driven management. Eight dimensions were identified, measured by 32 descriptors adapted to the context of FCEE/SC. Research Implications: The practical and theoretical implications of this research are discussed, providing insights into how the results can be applied or influence practices in the field of Quality of Work Life. These implications may extend to and offer a replicable model for other public institutions, especially those focused on special education, by proposing a self-diagnosis and planning instrument that can inform ongoing QWL policies in the public service. Originality/Value: This study contributes to the literature on measuring the factors that affect quality of life at work. The relevance and value of this research are evidenced by the implementation of this study at the FCEE/SC.
