The scientific article is devoted to identifying approaches to understanding the termination of civil service and classifying its grounds. It is emphasized that the essence of termination of civil service is associated with the end of civil service relations, which is primarily governed by the norms of public (administrative) law and is characterized by a number of specific features. The author outlines and describes various approaches to understanding the termination of civil service, namely the institutional-legal, factual, and procedural approaches. The grounds for the termination of civil service are defined as specific life circumstances (legal facts) with which the legislation of Ukraine links the necessity (and in some cases, the possibility) of ending civil service relations and the issuance of a dismissal act by the head of the civil service (appointing authority). The article underlines the importance of classifying the grounds for termination of civil service, which allows for a more in-depth understanding of the subject of the study. It is concluded that, based on existing theoretical developments and the current state of legislation in Ukraine, the following approaches to classifying the grounds for termination of civil service can be identified: a) by the legal fact underlying the ground for termination (grounds based on lawful actions; grounds based on unlawful actions; grounds based on unlawful inaction; events); b) by the subject initiating the termination (initiated by the civil servant or by the head of the civil service / appointing authority); c) by the source of normative regulation (established by the Law of Ukraine «On Civil Service»; regulated by other legislative acts such as the Laws of Ukraine «On the Judiciary and the Status of Judges», «On the Diplomatic Service», etc.; or stipulated in the civil service contract); d) depending on the obligatoriness (inevitability) of termination (those that provide for mandatory or optional termination); e) by the scope of application (general and special grounds), etc.
