Economic assessment shows health improvements and reduced fire management costs in Chiang Rai, suggesting significant benefits for public health and the environment.
This economic impact assessment (EIA) aims to quantify the value of the Smoke Watch App information service in improving health outcomes and fostering sustainable landscapes in Chiang Rai, Thailand. Early findings indicate that the app's real-time notifications have played a role in the transformation of fire management, potentially by reducing the need for extensive patrolling and personnel to monitor fires, thereby minimizing response times. The assessment also explores the app's potential impact on public health and the environment, suggesting a connection between reduced fire hotspots and a decrease in cardiovascular health issues. This could lead to lower healthcare expenses, although healthcare expense data was not available. Furthermore, by mitigating the frequency and intensity of forest fires, the app likely contributed to preserving forest landscapes, reduced burned areas and carbon emissions. Although the app sunset in early 2024 due to budget constraints, we suggest that its benefits warrant continued investment through a government entity with relevant air quality, public health, or fire management mandates. There were limitations to the assessment due to data availability. When supported by more granular data on health outcomes, agricultural yields, local economic activities, and public perceptions, an EIA would offer a more comprehensive understanding of the Smoke Watch tool's full economic value and guide future policy and investment decisions.
