The concepts of “stability”, “political stability” are used quite often, but a single interpretation has not yet been formed in scientific works. The term political stability is explained in the political science dictionary as follows: “Political stability is a state of stability that allows effective functioning and development under external and internal influences, capable of controlling the processes taking place in society”. Thus, stability is a concept that characterizes both linear and probabilistic processes and events inherent in cause-effect regularities. Therefore, political stability should be viewed as a process that does not remain unchanged. The problem of political stability of the regime is one of the foundations of political science. S.Huntington, who achieved important scientific results in the field of studying political stability, noted that “the difference between stability and anarchy has a more fundamental nature than the difference between democracy and dictatorship”. S.Huntington associates stability with the level of political institutionalization. The level of political institutionalization in society is directly proportional to stability. Ensuring political stability is considered an important task of political institutions. Although all the factors of political stability are analytically separate, they are so interconnected that the violation of one of them can result in the violation of the other.
