Analysis highlights gaps in legal regulation for anti-corruption compliance among state employees, suggesting commissions could improve oversight.
To date, Russian legislation regulates in some detail the issues of compliance with anti-corruption standards of behavior and the settlement of conflicts of interest in relation to state and municipal employees. Meanwhile, the legal regulation of similar issues in relation to persons holding state and municipal posts seems to be clearly insufficient. It seems that this gap could be filled by assigning these issues to the competence of the commissions for coordinating anti-corruption work in the constituent entities of the Russian Federation.
