Abstract In a sense, the article that follows is unusual. It is not a description of methods, a report of new findings, or a discussion of administrative procedures. It is merely Mr. Bode's analysis of the job he is doing. It is really too bad that more men in the various technical services of the government do not take sufficient time to analyze their job, define its objectives, and clarify its technical, social, and economic implications. If this were done it is not unlikely that our everyday tasks would take on new meaning and added significance.
