Forest-use planning is a complex rather than a simple problem. Although the desirability of sustained-yield management is generally recognized it does not necessarily follow that sustained-yield timber production should be practiced on all timberlands because of the probable future demands for lumber. Furthermore, management of forests frequently will be profoundly affected by factors entirely beyond the control and unpredictable by the mauager. Some of more obvious of these factors are taxation and tariff policies.
