Subject. The article discusses the functioning of the State price (tariff) regulation system in the field of water supply in the regions of the Russian Federation, and the need to introduce a cost rationing method. Objectives. The purpose is to develop effective tools for improving the tariff policy for water supply organizations in the housing and communal services sector of Russia’s regions, to create a reasonable tariff base to eliminate the negative impact of the current tariff system on the country's economy, to shape a tariff model based on economically reasonable cost optimization. Methods. We applied methods of logical analysis and assessment of the influence of theoretical foundations of pricing. Results. The results include the creation of a cost rationing system that reduces the subjective approach of regional regulatory authorities to prices (tariffs) formation, optimization of the costly system of infrastructure monopolies, which will improve economic efficiency. Conclusions. Standardization of costs in the system of State regulation of prices (tariffs) is necessary to reduce subjectivity in tariff formation by regional regulatory authorities. This will ensure the creation of a more reasonable and effective tariff model for infrastructure monopolies and improve their economic performance. Standardization will also increase their investment attractiveness, as predictability of tariffs and transparency of settlements will create more favorable conditions for attracting investment in infrastructure projects. This will ensure the sustainable development of the sector and promote the growth of innovative cost management solutions.
