Assessment shows significant effects of digital transformation on economic growth through neural networks, indicating advancements in the digital economy.
The development of the concept of digital transformation of the economy is closely interrelated with the process of comprehensive spread of information and communication technologies in all spheres of economic activity. This in turn leads to significant changes in production processes, the emergence of new products and services, the mechanisms of distribution and consumption of which are significantly transformed. The article proposes a methodology for assessing the results of the implementation of the process of transition to the digital economy and its impact on economic growth using neural networks. The indicators are data on the use of various digital technologies at the regional level. The proposed assessment of the impact of digital transformation on the development of the regional economy takes into account the factors suggested in the national program «Digital Economy of the Russian Federation». The gross regional product per capita is the resulting indicator reflecting the economic growth of the Russian regions, and the impact of the national project on economic growth in interaction with economic and social factors is also considered. 1 INTRODUCTION At the present stage, digital transformation is a fundamental factor of economic growth and social transformation at both the state and regional levels of government. Its main objectives are to improve the efficiency of interaction between citizens, businesses, and the state through the use of information and communication technologies (ICT), which ultimately aims to improve the well-being of the population and stimulate economic development. The global spread of digital technologies has formed a new «digital economy», which defines the contours of the modern world economy. However, there is still no single universal definition of this concept. The digital economy is a system of economic relations arising in the production, distribution, exchange, and consumption of tangible and intangible goods, where the use of digital technologies provides a significant contribution to economic growth. In parallel, the concept of digital transformation of the economy — the process of deep penetration of ICT in all spheres of economic activity — is also developing.
