Analysis of cultural heritage financing and national identity in Republic of South Ossetia, highlighting integration challenges.
The article is devoted to the problems and prospects of development of the cultural sphere in the Republic of South Ossetia. The historical path of formation and development of culture is considered, starting from the period of Soviet power and ending with modern conditions. Particular attention is paid to the role of the state in preserving cultural heritage and supporting national traditions. The authors emphasize the importance of the cultural sphere for the formation of national identity and preserving the uniqueness of the ethnic code. The influence of external aggression and internal crises on cultural institutions is analyzed, including the destruction of material values and limited access of the population to cultural goods. The positive dynamics of recent years associated with the integration of South Ossetia into the international cultural space and support from the Russian Federation are noted. The successes in the restoration of theaters, libraries, ensembles and holding cultural events of the international level are described. At the same time, existing problems are identified, including limited access to cultural services, poor equipment with a material base and insufficient level of financing. An assessment of the financial support of the cultural sphere in the Republic of South Ossetia is carried out. Despite the significant changes in the financing of the cultural sector that have taken place in recent years, the sector still requires additional funding to a significant extent. The volume and structure of financing of the cultural sector, sources of financing are analyzed. The importance of modernizing the legislative framework and developing new approaches to attracting extra-budgetary funds is emphasized. Specific measures are proposed to improve the efficiency of financing and develop public-private partnerships. The author considers the possibilities of grant financing, crowdfunding and the creation of specialized departments for managing projects in the cultural sector. In conclusion, a conclusion is made about the need for a comprehensive approach to solving accumulated problems, including improving the legislative framework, improving the qualifications of personnel and attracting investment in social and cultural infrastructure. The development of culture is considered a key factor in strengthening the position of South Ossetia in the international arena and improving the quality of life of the population.
