Research reveals a shift towards new public management emphasizing human resources in African states, suggesting renewed commitment is essential.
Since its emergence in the early 1980s, the concept of new public management has spread to the vast majority of OECD countries. It is used internationally in the discourse of politicians and in governmental and organisational exchanges. NPM differs from other models of public organisation reform that preceded it, notably the Planning Programming and Budgeting System (PPBS), which emerged in the United States in the 1960s, and the Rationalisation des Choix Budgétaire (RCB) model adopted in France in 1968. The results of our research show that the majority of African senior managers are in favour of renewing public management with an emphasis on human resources. African states can produce as many development strategies and administrative modernisation programmes as they like, but if the leaders themselves do not believe in them and if the administrative staff are not fully committed to implementing them, nothing will happen.
