The article examines the legal, moral-ethical, and professional foundations of the activities of employees of the State Criminal-Executive Service of Ukraine (SCESU). The relevance of the study is related to the urgent need for a systematic understanding and awareness of the role of moral and ethical standards in the activities of the personnel of the State Border Guard Service of Ukraine and their regulatory regulation. The purpose of this article is to conduct a comprehensive study of the legal, professional, and moral and ethical foundations of the activities of the personnel of the State Border Guard Service of Ukraine. The authors analysed the requirements for personnel, conditions of entry into service, and standards of conduct provided for by national legislation and the Code of Professional Ethics. Particular attention is paid to issues of compliance with the principles of humanism, legality, neutrality, justice, and moral responsibility. The importance of developing a high level of professionalism and ethical behaviour among the personnel of the State Penitentiary Service of Ukraine is justified, with the aim of not only improving professional competence, but also maintaining the image and authority of the penal system and strengthening public trust.
