Analysis reveals EPC and EPC+F contracts improve efficiency in implementing infrastructure projects, suggesting solutions for public-private partnership challenges.
This article examines the mechanism of implementation of infrastructure projects in conditions of limited budget financing in Kazakhstan. The existing financing approaches based on traditional financing methods (traditional budget investment programs (BIP) and public-private partnership (PPP) mechanisms) were analyzed, which revealed key problems in this area, such as lengthy approvals, low management efficiency, significant adjustments to project costs and low confidence in government institutions. from private investors. To solve the identified problems, it is proposed to introduce EPC (Engineering, Procurement and Construction) and EPC+F (Engineering, Procurement, Construction + Financing) contracts, which are tools that can significantly increase efficiency and shorten the implementation time of infrastructure projects, reduce financial risks for the state, attract external financing, and improve the quality of project management.
