Philosophical reflections on intelligent governance point to risks of misgovernance and balancing technology with human factors.
In recent years, the large-scale use of intelligent technologies in public governance activities has pushed the practice of technical governance in contemporary society into a new stage of intelligence. In terms of vision, there are two extreme views of the future of intelligent governance, but the more likely path of development is “between utopia and dystopia.” In the current situation, intelligent governance is reshaping the face of society, whose essence is data governance; the smart city is its main manifestation, and various misgovernance phenomena and social risks accompany it. To pave the way for intelligent good governance, the promotion of intelligent governance must incorporate the principle of limited instrumentalism, adhere to the principle of equal emphasis on utilization and control, focus on the integration of various intelligent technologies and humans, and distinguish between governance and manipulation in specific contexts.
