The article is devoted to the study of the peculiarities of public service passing under the martial law conditions in Ukraine. Within the framework of the article, the legal basis which is the foundation for legal regulation of each of the stages of public service, is analyzed. The authors try to make a partial comparative analysis of the legal regulation of public service passing before the introduction of martial law and under the operation of martial law. The authors put an emphasis on the challenges faced by the public service because of the fullscale invasion and emergence of the war on the territory of Ukraine. In the context of the article the importance of transformation of public service institutions in such a difficult time for the country is emphasized. The authors are convinced that taking this into account, public servants should promptly respond to crisis situations and quickly adapt to new conditions. Entry into public service, appointment to public service, promotion of public servants, evaluation of official activity of public servants, qualification improvement, and termination of public service were analyzed. An intermediate conclusion about the necessity of existence of a competition for entering public service and evaluation of official activity of public servants during passing public service is made. Based on the results of the analysis, the features of each stage of public service passing under the martial law conditions on the territory of Ukraine, were highlighted. It was concluded that the most aspects of public service passing during the action of martial law leave more questions than answers and are based most of all on informative clarifications of the National Agency of Ukraine on Public Service Issues. That is why the opinion regarding the expediency of more detailed legal regulation of the questions about the public service passing by the legislation of Ukraine was expressed by the authors.
