Abstract Under the background of urban digital transformation in China, the construction of smart communities can add significant social values. This paper studies the needs of residents, managers, and workers of the community, and proposes a user-oriented model to increase requirement suitability and management efficiency. A case study has been carried out in Ningbo, China, to understand the user needs and the strategies adopted in the community’s digital construction process. This paper reports the study results and discusses the opportunity of using a Demand-Response Model as a universal mode for smart community construction.
