The article draws attention to the controversial assessment by experts in the field of intellectual property of the implementation in Russia of the idea of compulsory licensing of objects of copyright and related rights. It is shown that compulsory licensing is a measure of last resort, the use of which is permissible only as an exception. Compulsory licensing of objects of copyright and related rights is supported from the point of view of economic efficiency in relation to works of unknown copyright holders, subject to the rights of authors to fair remuneration.
