This study examines community participation in flood disaster management with the population in this study being the Head of Family RT 1,2 and 3 and RW 1 and 2 of Balonggabus Village, Candi District, Sidoarjo City. In this study, the researcher used the triangulation data validity technique. The data collection technique used the following methods: observation, interviews, and documentation and was analyzed descriptively qualitatively. The results of the study showed that there was good participation and community awareness that routinely cleaned gutters, ditches, and rivers. Community participation is interpreted as a process of conscious and real community involvement in a series of development processes starting from the planning level (policy formulation) to the control level (supervision and evaluation) of development programs.
