This study analyzes the evolution of social welfare policy in Brazil, highlighting the transition from a charitable to a rightsbased approach.The influence of industrial development policies, state strategies and legislative reforms, culminating in the adoption of the LOAS in 1993 and integration into the social security system, are explored.Emphasis is placed on the reconfiguration of the relationship between the State and citizens, marking social welfare not as charity but as an essential right for the promotion of social justice and the strengthening of democracy.
